The IS-6 is a high-power breakthrough tank which was created during 1943-1944 to fight new German heavy tanks and self-propelled guns. Despite the fact that after a series of tests this tank was not been adopted by the army, many components and solutions of it were used during development of other Soviet tanks, including the IS-7 heavy tank.

Correction Russia already has enough tanks, anything added now is not a need its an extra. Germany and the other nation still need tanks or need tanks in some areas.

Logic: Let's add more tanks to the tech trees that already have tons of tanks (mainly talking germany and russia here), while barely doing a thing with the british tanks, and not adding those japanese heavies, that really should have been added on the release of the japanese tech tree.
