It is, you can play for free. Packs are additional content you can, but do not need to purchase. It's like that since +12 years in WT.

Of course the Spanish HAD-E is able to equip mistrals and rockets on the outer pylons as well as the coming Tiger HAC, i would be happy if the reports on the Tiger UHT would get addressed and the the capability would be added to them as well.
