I have no idea who made it but hes a ROOKIE in the technology. The website is not responsive it most likely uses the user agent to detect mobile devices what causes to fail on non-standard or new browser (eg. Firefox Mobile, or any browser on a TV).
Is Stona_WT optimized as well?

Yes.
Will the Coubs on devblogs be optimized for mobile devices? They're often glitchy, the screen goes black when you try to view them and the sound plays but you can't see the vehicles, or the Coub plays but not the sound, or it stops when the clip finishes and doesn't replay, etc.
