you need to use either the "hover" button, which is found in the controls section, or need to set a specific engine angle (or hover angle) to 100% for vertical flight.
Depends on the mode. RB you have to adjust the vector nozzles to a setting where you want for the hover, in Sim you have to do the same only you have to micro-manage the stick to keep her level

Sea Harriers will probably come once they can get their full missile load, otherwise they'd just be more poorly balanced messes that either get bullied by supersonics or bully weaker subsonics.
