New visual effects for the upcoming Major Update!

Pilots!
In upcoming Major Update we are going to improve War Thunder graphics even more!
Thus lens flare effect will be added. Players will have an opprtunity to turn it off completely, leave it only for external views, so the effect won't appear in cockpit, turn it on for replays only or make it available for all modes.
We also changed the render of the clouds to make them more realistic and now they will be seeded at multiple altitudes (so that they can be spawned below mountains for example).
