Yes, that is how I've currently bought all the packs I have, you have to experiment with a few different ways for the option to come up in the in game browser saying "pay via steam"

Very nice! Are these packs pre-order because they are going to allow you to play some sort of closed beta for the Japanese Tech Tree, or are they simply a bundle put on sale to get a head start in grinding once they release?
Pre-order for the Japanese tanks CBT, I'd assume. Probably the same way they did British tanks.
These vehicles are just unique premium machines that will welcome the Japanese branch to the game and help you on your way to research them all!
