I sure hope not! It may be little more than a meme at 7.7, but to put it at 7.0 would mean it would face far too many vehicles and lineups that couldn't ever cope with it! (Because there are plenty of US players who are at 7.0 purely because of the M41 in their lineup that got uptiered.)
